Virginia State Police Seek Relatives of Colorado Man Found Dead Near I-95

Virginia State Police are appealing to the public for assistance in locating the relatives of a 74-year-old Colorado man who was found dead earlier this month along a stretch of Interstate 95 in Richmond.

Authorities identified the man as Edward James Donegan of Colorado. Investigators have been working to notify his family following the discovery, but attempts to locate his next of kin have so far proved unsuccessful.

According to a Virginia State Police spokesperson, troopers responded to the scene at approximately 5:42 p.m. on Oct. 4 after receiving a report of a deceased individual. Responding personnel located Donegan in a wooded area situated roughly 30 feet from the southbound lanes of Interstate 95, near the Chamberlayne Avenue interchange.

In an effort to reach family members so they can be properly notified, state police have publicly released Donegan’s name and details surrounding the case.

The circumstances surrounding Donegan’s death remain under active investigation by state authorities. At this stage of the inquiry, police stated that no foul play is suspected.

Investigators are urging anyone who may have information regarding Donegan, his background, or how he came to be along the interstate to come forward. Individuals with relevant details can contact the Virginia State Police Division 1 dispatch by calling 804-750-8758 or by sending an email to questions@vsp.virginia.gov.
