Rockstar Hand-Crafts 600,000 Animations to Give GTA 6 Pedestrians Real Personalities
In the development of Grand Theft Auto 6, Rockstar Games has moved beyond traditional procedural systems for background characters by art-directing roughly 600,000 animations. Rather than treating virtual passers-by as generic visual wallpaper, the studio established a dedicated Los Angeles-based team of writers, directors, and producers tasked with making the pedestrians of the game’s fictional setting, Leonida, feel individually realized.
While video game non-player characters have historically been assembled through algorithms that make them largely interchangeable, GTA 6’s characters will possess distinct personality traits. These characteristics dictate how individuals react to players based on variables such as temperament, aggression, current location, previous observations, and how the player has interacted with them. In addition, different districts throughout the game world feature unique demographic and professional compositions.

Rob Nelson, co-studio head at Rockstar North, explained that the development process involved constantly evaluating human behavior patterns. “Who’s going to be aggressive? How many people will go for a weapon? How many are going to test me?” Nelson noted in a recent print feature.
This labor-intensive approach stands in contrast to broader industry trends where many creative studios utilize automated systems to populate digital environments more quickly and affordably. By investing heavily in hand-crafted character behaviors, Rockstar aims to deepen the realism of its virtual urban spaces through nuanced pedestrian interactions rather than solely relying on landmark fidelity.
