US Intelligence Warns Iran Has Advanced Lethal Plots Against American Personnel

Iran has intensified its efforts to target American personnel, with lethal plots directed by Tehran against United States citizens reaching advanced stages, according to an intelligence memo. The warning comes as Washington responds to escalating regional threats and ongoing maritime attacks near key Middle Eastern shipping lanes.
Director of National Intelligence Jay Clayton outlined the heightened risks in an unclassified memo dated October 23, which was addressed to U.S. Secretary of State Marco Rubio and copied to CIA Director John Ratcliffe. Clayton stated that intelligence channels indicate a substantial increase in Iranian efforts to target U.S. personnel, noting that lethal plotting initiatives have advanced in both the Middle East and several other countries.
The intelligence alert followed a decision by the State Department to scale back staffing at its diplomatic mission in Saudi Arabia. Officials ordered non-emergency government employees and their family members to leave diplomatic missions in Saudi Arabia, while also planning withdrawals of family members from other regional missions.
These security adjustments coincided with intensified military actions by Iran-allied Houthi forces and a corresponding rise in attacks on commercial shipping vessels navigating the Strait of Hormuz. The broader regional conflict, approaching its ninth month, has heavily impacted commercial transit and heightened security protocols across multiple nations.
Earlier this month, sources indicated that Tehran was preparing a more forceful operational response in the event that the United States resumed large-scale military strikes on Iranian territory. In response to the mounting risks, the U.S. State Department updated travel advisories for more than a dozen countries across the Gulf and the Middle East, including Saudi Arabia, Qatar, the United Arab Emirates, Iraq, and Israel.
U.S. officials noted that decisions regarding embassy staffing are guided by continuous evaluations of the security environment, incorporating specific threats stemming from Houthi actions and Iranian terror plots targeting American officials. These measures utilize Restricted Operations Status, a framework providing the State Department with flexibility to manage personnel configurations without publicly altering the official status of a diplomatic mission.
