U.S. Intelligence Memo Warns of Advanced Iranian Assassination Plots Against Officials Abroad

United States intelligence findings indicate that Iran has substantially escalated its efforts to target American diplomats and government officials both within the Middle East and internationally. A one-page, unclassified memorandum sent to Secretary of State Marco Rubio details that several of these lethal plots have reached advanced operational stages.

The document, issued by Director of National Intelligence Jay Clayton on October 23, prompted urgent security measures across the region. Clayton warned Secretary Rubio that intelligence regarding the active Iranian assassination plots needs to reach a broader audience of American personnel than current classification authorizations permit. Although the memo does not specify the identities of targeted individuals, the countries outside the Middle East involved, or the exact nature of the schemes, the underlying intelligence has already been transmitted to senior State Department leadership.

Clayton offered to downgrade as much of the sensitive intelligence as possible to enable the Secretary of State to share the warnings more widely with at-risk personnel.

U.S. officials state that these growing threats are a primary driver behind the State Department’s decision to draw down diplomatic personnel at multiple American embassies across the Middle East amid mounting anxiety over a potential broader regional conflict. Earlier in the week, the State Department ordered family members and nonessential employees to evacuate the U.S. Embassy in Riyadh alongside consulates in Jeddah and Dhahran.

On Friday, the department ordered further reductions in U.S. diplomatic and government staffing at embassies located in the United Arab Emirates, Lebanon, Qatar, and Jordan, according to a U.S. official. The official noted that the staff reductions were enacted due to the combined threat of Houthi attacks and Iranian terror plots, ensuring that missions maintain only essential staff.

Beyond the immediate diplomatic drawdowns, U.S. officials express growing apprehension that Iran-backed Houthi rebels in Yemen could expand their offensive operations beyond Saudi Arabia to target other nations throughout the region. This volatile security landscape is further complicated by the prospect of renewed military operations against Iran by the United States and Israel, which could materialize following the midterm elections.

Addressing supporters at a rally in Florida on Friday, President Trump commented on the prospective geopolitical maneuvers. He stated that the U.S. might conduct another targeted military action or that Tehran might ultimately agree to a negotiated deal. He added that if Iranian leadership were wise, they would immediately come to the negotiating table, though he expressed skepticism that they would choose that path.
