U.S. Secretary of State Marco Rubio Urges Cubans to Form Partnership With CIA

U.S. Secretary of State Marco Rubio has publicly called on Cubans who desire political change to work with the Central Intelligence Agency, marking a sharp escalation in ongoing U.S. efforts to target Cuba’s communist regime.
Writing on the social media platform X, Rubio framed the appeal around domestic hardships on the island. He pointed to widespread public frustration, citing corruption, unfulfilled government promises, and the contrasting lifestyles of a privileged few. He urged residents to seize the moment through a discrete partnership with American intelligence.
Shortly after Rubio’s statement, the CIA reposted his message alongside a parallel appeal written in Spanish, encouraging local citizens to collaborate with the agency. The intelligence organization also shared an instructional video detailing the necessary steps for individuals to securely contact the agency.
The public appeals arrive amid severe economic strain inside Cuba, driven in part by a long-standing U.S. embargo and intensifying economic sanctions. These measures have contributed to soaring prices for basic household goods and restricted access to medical care. Residents have documented enduring prolonged bread lines and long queues to see physicians.
The diplomatic and economic pressure has accelerated in recent weeks. The U.S. government announced additional economic sanctions targeting a state-run Cuban bank, citing alleged financial and institutional ties to Iran.
Meanwhile, President Trump addressed the administration’s posture toward the island during a campaign rally in South Florida. Commenting on naval deployments near the Strait of Hormuz, Trump suggested that U.S. warships could be routed past the island nation.
Cuban officials strongly rejected the statements and maneuvers from Washington. Foreign Minister Bruno RodrÃguez Parrilla took to X on Friday to condemn what he characterized as hostile threats driven by foreign ambitions.
Rodriguez Parrilla asserted that while the country’s coastal waters feature scenic beaches, the shoreline remains rugged and inhospitable to any actors arriving with hostile intentions or aims of domination.
